RHEL is a pay to play distro. You may want to go with Centos instead. Centos is RHEL with the logos removed. It is free to download/update(unlike RHEL) and is binary compatible with RHEL.

If you have access ie paid support, to the Redhat Network site rhn.redhat.com site you can click the downloads link on the left hand side of the site and scan through the download links to find the update you are looking for. Assuming you are looking for ISO's.

If you are looking to update a server already registered with rhn then upd2date is the tool for you. The man page describes how to use up2date.

Is there a specific reason you want RHEL 4.8? The latest is 5.4; updating a 5.x system uses the yum tool instead of up2date.
