/etc/ contains a list of directories that the system should search for library files. You probably won't need to touch it.

~/.bashrc is a script run by the shell everytime you open a new session.

~/.bash_profile is a script run by the shell everytime you open a login session.

To set my PATH I have the following line in my ~/.bashrc:

export PATH=/usr/local/bin:/bin:/usr/bin:/usr/X11R6/bin:/home/david/bin:/opt/IBMJava2-13/bin

This will only work if you use bash for your shell.
