restrict wine installation by linux users

i have installed fedora 9 in my office and i have installed wine to use some windows application through root. i want to restrict the users to install other windows application using wine.but they want to use already installed windows application.
please tell me how to

I don't really know what you are asking, but I don't think running Wine as root is ever necessary, or very safe. Wine should ALWAYS be run as a non-root user, that is the way it is designed. It doesn't need write access to anything outside of the /home/ directory EVER. All programs are installed and run from ~/.wine, which is in the user's home directory.

i installed some windows application in linux user's home directory using wine. but in feature they should not install new softwares.
