Restoring rsync backups - how?

So, I've found out that rsync seems to be the easiest way for me to backup my VPS 'A' (to my other VPS 'B'), but once I've done that, I'm wondering how exactly do I restore the backup from 'B' to 'A'?

If I flatten my VPS and reinstall CentOS, is there a way to just restore the differential between what is already on B and what A has stored as the backup? This would obviously save time and bandwidth if it can be done!

Cant you just use whatever command you used to sync from A to B on B to sync to A again? This Should Just Work(TM).

I could... But will it forcably write over items that are in use by the system being restored?
