Smile resizing partitions and fips

2 OS on my hard drive(20go)
windows98se+redhat7.3+grub

I want to resize my linux partition to make it larger:(5->15go)

I use "fips"

fips display my partitions(4) but complained with this message:

"error: no free partition
all four partitions are in use
bye!
A:\> "
is this the problem of grub ?
what is the best way to resize my linux partition ?
