registering phone numbers on NGCP wheezy7

Okay I'm new to linux and have been installing Wheezy 7 and am at the part where I create subcribers and finished that. Next it said "at this point you're able to register your subscribers to the NGCP and place calls between these subscribers." I've been stuck for three days trying to find info on how to do this. I've looked through the manual and can't find anything on it can anyone help?

I have been installing Debian systems for years I have never heard of NGCP as part of the installation process. What is it? And what does it have to do with installing Debian? How exactly are you installing Debian? Did you download a DVD/CD/USB image from the Debian website?

If I understand you, Debian is already installed and you want to add a VOIP package like Ekiga, Linphone or Jitsi. Is that correct?
