redhat-config-users is not populated

i started to look into an existing linux (red hat 8.0) system. i had to add users, so i went into the User Managers in desktop, but that application just starts and closes down automatically.

then after some work on the web found out that the redhat-config-users file was empty. However, the /etc/passwd file is not empty.

so, is there a way, i can populate the redhat-config-users file, so that i can use the User Manager to manage accounts in the linux system.

Are you running that as root user?
