Redhat and Ubunto Duel Boot
 

My 200 GB HDD> if I connect it to windows 7 as a 2nd HDD and run EASEUS Partition master then it shows like below-

now my question is-
1. How could Ubuntu run with out "/" Drive for itself?
2. How to resize my existing partition without re install?

It cannot even install without a "/" root partition. Much there is nothing to run. It is like asking: How could Windows 7 run without the C:\ drive? --answer, no way.

However, if you have a liveCD for Ubuntu, well of course, you can run it, use it, and play with it by simply booting from your CD/DVD drive --it merely uses the RAM.

Use gParted, or Partition Manager in Ubuntu.
