Question Recommended way for account with /sbin/login to use ssh keys?

If a user account has its shell set to /sbin/nologin, would we be able to generate ssh keys to allow this user account to run scripts on another RHEL VM?

Ideally, end users will use Windows 10 Desktop and PuTTY to log in with a password to RHEL VMs and then escalate to another account that has ssh keys exchanged with another RHEL server, in order to run scripts.

Let me know if this makes sense on what I'm asking or if there is a better way.
