Most people would probably consider Gentoo to be harder. But it also depends what you are used to. For me Gentoo is easier, because I know very little about RH.

so i should make the
/ = 250 mbs
/home = 9 gigs
and /swap 512 or 256 mb's ?
You should definitely make your / much bigger, at least 2 GB, because that is where most of your programs go.
