Recipient limit restriction for 5 users

hi experts,

currently we have default recipient limit is 1000 , then all the users can send mail to 1000 recipient in a single mail(envelope)

now i need that some of the users (5) can send mail upto only 4 recipients only in a single message

rest of the users can send mail upto 1000 recipient in a single mails

please suggest me how do i can do this

any content filter or any scripts which can help me out ?
