IMHO, the difference between a server and a desktop is that servers usually run in a headless (no X11 or windows manager), and you connect to the server from another device -- i.e., a desktop. Connecting to the server for administration usually occurs in a secure shell (ssh). So perhaps they want you to ssh to the ip address of your server, with the -p flag used to provide the port -- something like "ssh username@ipaddress -p port".
However, if it is a browser based configuration, then perhaps they mean for you to connect to your server with a browser, in which case you open up the browser on a desktop computer, and go to the url
http://serversip : port.
If you are in the headless environment of the server, and want to connect over the command line interface, you could use and command-line browser like lynx, or eww (an emacs package).
