Qmail won't read and change concurrencyremote


First off, my initial problem was i wanted to slow my delivery rates with qmail because i am getting bounces from too many concurrent connections. I want the mail to be delivered and i actually don't care how long it takes for my queue to empty. I tried to change my concurrencyremote setting in /var/qmail/control. I created the file and put a 1 in there. theoretically there should be no possability of more than one connection yet i am still getting bounces from having too many connections to a single server. i think i followed all the syntax of qmail with this and i did restart qmail, even going as far as rebooting the server and i have the file permissions set as wide open as possible.

Any reason why qmail would be ignoring concurrency remote?
