PulseEffects automatically changing sound level


Hello,im kinda new to linux but i know how to get around mostly, my question is this:
PulseEffects,every time a new application plays a sound(mostly witnessed on firefox)the sound level of that application in the [Applications] tab of pulseeffects never stays static
examples:
Starting a game up from steam,sound level 80ish,later on falls down to 70ish and sometiems goes around 90ish
same problem everytime I open a new tab on firefox(example youtube)and the sound level always starts around 60%-90%

What I'm trying to do:
Im trying to make pulseaudio to start all applications on 100% and keep it static from there,if i want to lower any of the volume bars keep it the same (at least)untill the next restart(of the computer)

things i found wierd:
files like pulse daemon and default.pa didnt exist untill i created them in their respective folders (/etc/pulse/daemon.conf and ~/.config/pulse/default.pa respectively)and edited them based on their default supposed "original"state that i found somewhere on the internet

If any files are needed please give me a heads up(again i know my way around but still pretty newbie on linux)

Im posting this here becuase i couldnt find an answer anywhere else on this or other forums,if there is please link me to it

So you're playing games with the system, literally. Any chance that the game controller (providing one is attached), or your own actions, are changing the volume? If so, the question then becomes whether or not it remembers last setting, or instead always defaults to a setting. A setting which can change, but only changes one way, once it's changed that one way, then it stays at that point until that manner is used to adjust the volume again where it would stick.

So, it would seem that some better characterizing of these phenomena would be helpful to know. I suspect that you may find that once you do characterize in more detail, you'll likely discover the ways things are working, be they desirable vs not.
