process viewing

top command doesnt display a process that ps command does and vice versa

can anyone tell me the difference please and point me to a command that is universal and complete in process viewing

The ps command does show all processes, but you do need to use the appropriate options. Here are 2 possible ways:

ps aux
# or
ps -ef

Top also shows all processes, but your terminal size will cut off the bottom part.

Have a look at both the top and ps man pages for available options.
