Problems with libsigc++

I wanted to install an icq tool for a Red Hat 6.1
but after the ./configure
I got and error that said
I need to get the libsigc++
I downloaded and I made all the steps for the installation and configuration
like

I entered to the subdirectory that contains the software
/usr/tmp
and I typed ./configured
it works well
so I typed
make
and works well!
I typed
make check
and it works
so great I passed 12 test! =)
so I typed make install
and it did its job
but when I tried to install the centericq-4.5.0
I got the same error
I really appreciate your patience in resolve my trouble
thanks
