Angry problems with installing GNOME rpm


i didn't have GNOME rpm on my computer (redhat 9.0) so went on the web and installed it. When i find the program and then click on it. It says " failed to open /var/lib/rpm/packages.rpm"

i'm logged in as root....i don't know what to do

can you help me (i'm a newbie as you can tell)
