A normal install for ubuntu should allow you to open a terminal windows of some type or the other.
I guess you could have changed the user permissions in some way to prevent it or maybe by using the root terminal access.

What does the terminal icon say under it or the one you use named?

Deleting Ubuntu and reinstalling because of the problems you are having seems a little extreme.
How are you trying to access the terminal? There are several simple ways to do that in Ubuntu including simultaneously holding down the Ctrl+Alt+t keys, going to the Ubuntu logo in the upper left of the Desktop and clicking it and typing terminal in the Search box.

Not sure when you are getting the password incorrect message??

Two questions
1) Are you having problems logging in to the desktop session? I mean the loggin screen at boot time
2) are you having problems issuing commands on terminal as super user? Ubuntu doesn't have root user only super user for which you must issue the command with the sudo before the command you want to issue.

If the problem is loggin in to your desktop you can log in to a tty and create a new user with the useradd command.

if the problem is that you want to issue the command as rut type sudo -i

Make sure your password doesnt contain spaces
