Run this in RHEL console:

iptables --list PREROUTING -t nat

and post the result.

Do you have router before RHEL, like Cisco.

I don't have a cisco router.

# iptables --list PREROUTING -t nat
Chain PREROUTING (policy ACCEPT)
target prot opt source destination

Only for test try to set squid in transparent mode. In this case you need to set this rule in iptables:

iptables -t nat -A PREROUTING -i eth0 -p tcp --dport 80 -j REDIRECT --to-port xxxx(port in squid.conf)

Also, how many PC are in this network?

OP does not have issue with squid if I can read the post correctly. This is a common issue faced and this is because squid is not smtp or pop proxy. I have been looking for solution myself and I havent found one suitable. One way is to use p3scan. It is a smtp, pop3 and pop3s proxy which can be made as transparent with netfilter rules. There is a howto as well.
