Problem updating Ubuntu on Dell Laptop

When trying to update Ubuntu on my Dell Laptop I get the message "W: GPG error: http//ppa.launchpad.net hardy release. The following signatures are couldn,t be verified because the public key is not available:
NO_PUBKEY 8B9FBE5158B3AFA9

as root
