Problem to disable the login manager.

I disable GDM with the command rcconf to use startx, but why can not I turn off the computer or mount any pendrive our devices with normal-user without root?

try adding yourself to the "disk" group.

You can turn off the system as a user using sudo.
Actually system turn off is an extreme process. Only root has a right to do this because when you are trying to turn off many users can be logged into system if you turn off suddenly they can lost their work.

It is a proper process, if root has to turn off suddenly first he broad casts a message before doing such a tough task. Users would not do this that's why they haven't a write.

Linux was not invented as a personal computer OS. It has been implemented as a multi user system that's why it still follows the same rule.
