Problem I can't get rid of!

Hi, when i try to install things from web through command line i am getting this problem :

wget -c
Error parsing proxy URL http://:3128/: Invalid host name.

I am using ubuntu and all i did was changing the port in my firefox from 8080 to 3128 to bypass the dansguardian proxy. I bypassed the proxy but i got this problem. What should i do?

Do you have a proxy server? If so what is the IP address?

I am using ubuntu cristian edition for first time and don't know what it installed by default. I have forward 3128 to http proxy:, if that helps. If not can you tell me how to find it?
