Problem creating new panel in Gnome

I am trying to add Firefox to the GNOME panel but everytime i set it up i get the following message when I click on the new panel:

"Cannot launch icon

Details: Failed to execute child process "/usr/local/firefox/firefox" (Permission denied)"

I'm a complete linux newbie but I know this works when I log in as root. Why won't it allow me to launch under any other users??? I'm using Mandrake 9.1 if it matters. While I'm on it, why is there not an easier way to download and start Firefox or nearly any other app for that matter? There should be an easier way to acquire a program and get it added to the panel quickly and easily. What am I missing?

try creating a simlink of firefox in /usr/bin (something like this: ln -s /usr/local/firefox/firefox /usr/bin) then you can type firefox in a console and where you want.
