Depending on which version of KDE you are using there should be an Administrator mode button you can use to go into root as normal user. Now once there use the setting to add users who are allowed to use the printer. In my install it is in the Control Center -> Peripherals -> Printers then select the printer icon you are using and use the Properties tab Users option.
