print queue administration

We have a helpdesk that we want to give certain rights to, but not "root" priveledges.

We'd like them to be able to login and cancel other users print jobs if needed.

Is there a recommended method to give them rights to other users print jobs?

Have a good look at
/etc/sudoers
and
man sudo
