Primary Drive (XP +lilo) died, now debian wo't boot
I had XP and lilo(or maybe grub?) on my primary drive and debian on my primary slave.
Primary drive fails (Maxtor), so I pulled it and moved the debian drive to the primary slot (moved the cable and changed the jumper).
I thought that the system would just boot directly into debian, but (of course) I was wrong, and the system hangs on boot-up.
What do I need to do to get this to work?
Your bootloader, LiLo/Grub was on the Master which as you stated has failed. With your distro, (on it's first CD usually) if you boot from the install CD you should get to a point where you can install a bootloader (whichever you prefer), look here for a starting idea on how to configure it to see the OS.

OK, I booted from the first sarge cd and don't see anything in the menu options or the command line boot options that refer to lilo, grub, or any bootloader.
