What distro are you using???

I am using Redhat Linux 8. I am using no graphical login as it is not supported.

And, as Root, did you already create user accounts ?

Not quite sure what you mean, if you mean you ONLY want to be able to access your box with admin controls via an "su -" command, let us know. If you mean something else, please tell us that. Could you just be a little more specific, it would really help. Thanks.

Well read up a little bit on PAM (Pluggable Authentication Modules) - http://www.kernel.org/pub/linux/libs/pam/ , look up /etc/securetty it must be well commented and self-documenting. And also get used to sudo - http://www.sudo.ws/sudo/
There is a helpful example on setting up sudo http://www.linux4biz.net/articles/sudo.html
