Question powernowd and cpufreq

My fan on my laptop just keeps on running. I have looked into different power saving programs. Everybody recommends using powernowd. But when I run powernowd, it gives me an error message. One of the message's recommendations is to makesure cpufreq is running. However I have tried and have come to a conclusion that cpufreq is not installed. How would I install it. I think you can install it in your kernel but I would rather not reinstall my kernel. If worse comes to worse and I have to reinstall my kernel, is there a way to keep my current settings and sort of append settings into it?

Thank you.

P.S. oh yeah, I'm running Fedora Core 3 on a Intel Pentium M Laptop.
