Power management in 'multi-user.target' mode. How?

Both Gnome and KDE (and others) have power management options such as setting sleep timer or deciding what happens when you close the lid of a laptop.
But if you are running linux at run level 3 (no gui) how to manage power options?
I am interested insleep timer (on AC), doing nothing when lid closes, and setting a hibernate when laptop is on batter.
Thanks in advance for any help.

I believe the actual work for power monitoring is done with a systemd service (or a more normal daemon server). The Gnome/kde options just communicate with it for control functions.

Something like what is discussed in http://www.cyberciti.biz/faq/linux-l...s-temperature/
