Poppassd service error ( RHEL 4)

when i try to connect poppassd through telnet localhost 106. it says unable to connect: connection refused.

When i check my active services, poppassd is listed there but it says that some other service is using the port 106.I am not able to figure this out.I suspect it is due to oracle10g installed on the machine? because prior to this it was working fine. How can i find out use of port 106 and spare it for popassd service only.I have RHEL 4.0 installed.

Any advice is welcomed.

Well, there's a list of the known ports here http://www.iana.org/assignments/port-numbers but I think you should look at

iptables -nL

and

netstat

to see what, if anything, is on that port and if its firewalled off.
