You will need to elaborate a hell of a lot more on your problem, friend. If it has to do with a download, you first check the web and see if anyone else ran into the problem.
by we i'm assuming you have multiple personalities thus the cryptic request. with the THOUSANDS of distros out there even the best of us mind readers can't discern which one you are referring to by linux 4.8,
Distribution: Fedora at this time, used quite a few over the last 16 to 20 years

Hmmmm... I will go out on a limb and assume you have this file and don’t know what to do with it? Use either a linux, windows or mac with a cd/dvd burner application that will write an image.

I think we have to give the OP some slack. While it's not clear what is requested, we can guide them towards a better question.
If you want the Linux kernel: It doesn't come in ISOs. You can download tarballs or view the code on the git repository. Releases 4.8.* tarballs are available at https://cdn.kernel.org/pub/linux/kernel/v4.x.
If you want version 4.8 of a Linux distribution, you need to tell us which distribution you want.
If you have a Linux system already and want to upgrade its kernel to 4.8, you need to tell us which distribution and version you are running.
