That's gentoo's default KDE theme. You will find it in the LiveDVD. They recently had a theme contest to decide the artwork. I am not sure about the details of that particular theme but you will find relevant help if you ask this in the gentoo forums.

Well I am sure you can find that wallpaper if you want. And the DVD does include Gnome as well so maybe there's a gnome theme. Try asking and see. Gentoo has a friendly community. ;)

I don't really care for the wallpaper, I just really like that ultra-clean theme. I have a feeling that isn't possible with Gnome. It's been a long time since I messed around with KDE, maybe it's time to start again.
