PlayOnLinux?

Do I have to have WINE to get it to work?
Will it run MS Publisher 2003?

Yes, you'd have to install wine to get it work. According to the Wine database, there are some problems with it:

MS Publisher 2003 is NOT on the PlayOnLinux install list.
