We have a website written in php that ftp's files to another server. What are some spots that I should look in to see if there's a log I can tail to watch the transfers?

php's ftp functions don't log transfers, they may log errors if any to httpd error logs.
You have to add ftp transfer log functions yourself in your php scripts
