php.ini and file uploads


I have a photo program on my site and I am having problems uploading any file over about 510 k . I just uploaded a 508 K jpg just fine, I tried a 513 K file and I get "This page cannot be displayed" It just will NOT let me upload anything above the 500 K mark.

The software folks said check the following and I have increased the settings way beyond the normal point..

Any suggestions ?

I have my maximun ftp file upload at upload_max_filesize = 25M

default_socket_timeout = 360

max_execution_time = 330
max_input_time = 360
memory_limit = 36M
