Permissions Problem!

Hello, If someone could help

I am using Mandrake 9.2 and I have WinXP and Linux on the same machine, but the problem is that how can I access windows folders via linux?
Actually I could do it with using root I mean i could access the windows C: drive but with other account I couldn't cz it says that the windows folder which is located in /mnt/windows is locked and i don't have permissions to access it.

So what's the deal? How can i change permissions and have full access?

How about looking in smb.conf make the directory mask and -or create and make it 777? But I wouldn't suggest having it like that on line! Or logged on as root on line...
