When should a directory containing HTML documents be made executable,
for whom, and why?

You have to make sure the user (or group) apache runs as has at least 5 bits on directories and 4 bits on files if you expect it to serve them.

Executable bit on a directory means it can be entered. Without having it you can't. So at least owner should have it (apache user in this case).
