Why does the page references in a .pdf file not correspond with the page you reach?

Because tech writers insist on numbering the initial pages with roman numerals and starting page "1" 20 or so pages into the document. This archaic practice dates from the days when printers created metal plates, so renumbering the page numbers for new editions would be difficult. Computer typesetting made this practice obsolete around 1970.
