partition formatted on each new installation?

When reinstalling linux (suse 9), is the partition completely reformatted, or are the files just overwritten? I have reinstalled linux S9 several times in the past few weeks and each time is with different results. On two installations, I have been unable to restart KDE by using ctrl-alt-bck (posted in another thread). Other installations have had their own quirks. I'm wondering if any problems from a previous installation carry over to a new installation.

I know this sounds silly, but as one who has not yet been fully weaned from windows, silliness is what I have come to expect. forgive me.

If /home is left with the user's own files from previous installations, then, of course, any configuration files there can effect subsequent installations. Such files are often called .somethingorotherrc.:)

formatting

if in doubt, in the installer click on patitioning
expert mode, edit and you can decide what to format.
if you have no data saved you can reformat all of the linux partitions.
