pam_access(sshd:account): access denied for user `local' from `server'

Getting PAM access denied for local user on a Linux server. LDAP users can login fine but not the local user. If I disable PAM the local user can login fine. I tried many things making sure /etc/sshd and /etc/pam.d are setup properly as another server without the issue. Also tried adding "+:local:ALL" to the /etc/security/access.conf. Also tried making uid less than 1000 as I saw that might be an issue in other posts. Is there anything else that could be blocking local user access?
