Pacman locked up?

I just got an error:

failed to init transaction (unable to lock database)
if you're sure a package manager is not already
running, you can remove /var/lib/pacman/db.lck

When I write the command:
pacman -R /var/lib/pacman/db.lck

The same error returns.

If anyone can help me with this I would appreciate it. I can't install any packages until I resolve this issue.
