opening .deb file in attempt to install cups-bsd

am trying to install cupsys-client (Redhat).
have downloaded cupsys-client_(etc) .deb
How do I unpack/open it?
tar doesn't work presumably because it is a .deb file
Its icon on the desktop is an opened box identical to a tar file.

Wouldn't you rather search for a rpm file if you use redhat? A .deb file is a debian file redhat use rpms. There are programs that convert these packages into each other. Alien does this. However if you have no special reason you shouldn't be using .debs in RH
