Numlock is functioning differently per program, some as normal, on/off, or both

OS: Kubuntu 13.10 amd64

This is really annoying, in a 3d modeling program where I have to enter numbers frequently, it's getting irritating that I cannot use my number pad becasue in this program, my numlock is acting as both on and off, cuasing me to press the function key and the number key as the same time. In Firefox, it works perfectly fine. In my VM, it's off and cannot be turned on.

How do I fix this so I can have a consistant normal function out of my number pad to where it's usable instead of uselessly irritating?

Can you please give as much detail about your hardware as possible?
What make and model of computer are you using?
Is it a laptop, desktop etc.
Built in keyboard or usb/hid keyboard?

Also, have you tested to see if this issue occurs in other desktop environments like XFCE, Gnome etc? (would be helpful but perhaps not crucial.)
