NS-2 Packet departure delay


Hi Guys,
I am facing very strange problem,i have a node which acts as buttleneck, connecting 5Mbps/50ms link to 1Mbps/30ms link. when i am creating packet in this node there is 1s delay between enqueue(+) and dequeueing(-) the packet. the packet is RSVP PATH type and some part of BW has been reserved for it. but with all these, still there is 1second delay.

Any idea?
