Open a terminal and try these:

1. ping www.google.com
If no result, then:
2. ping 74.125.19.105 (An IP for Google)
If 1 works and 2 does not, then you don't have a valid nameserver. I don't know if it is relevant, but resolv.conf typically includes a domain name and a nameserver address.

If neither one works, run ifconfig -a to see if the interface is up and has an IP address. If not, try ifconfig eth0 up (or maybe eth1)

You say this is using the same settings in each environment... are these both installed on the same machine, or are they on separate computers?

If possible, can you see whether or not there's even a "link" light illuminated on the computer's Network Interface Card ("NIC") and on the port to which it is connected to on the switch/cable modem etc.?
