Try booting on another computer that is newer. If it boots OK. Either the media (if cdrw) may not be totally readable by your older computer cdrom drive. I have older computers that will not boot certain media cdr or cdrw disks.

Also, was a md5sum check done on the wary iso before burning?

The problem will not lie with Puppy Linux. It is either a hardware malfunction or user mistake (inexperience)

Edit: I guess I should explain myself. I have booted up Puppy (but I am experienced) on many a old rig.
Wary was designed for older computers, hence my statement.

2nd edit: can you post a link to where you downloaded wary from? So members can make sure it is not pae or something.

I had not done md5sum checkup before burning and doesn't know what it is for.

If there is any other method from scratch to have Linux on my PC through pen drive, I will ready to do it.But my PC(BIOS Revision A09 last updated edition as per my knowledge) doesn't show boot option from pen drive.

Should cover that question.

Catch-22 situation there

a dilemma or difficult circumstance from which there is no escape because of mutually conflicting or dependent conditions.
Unless your Dell has a working cdrom drive or floppy drive. If you have a working cdrom drive.

The other way is a PLOP floppy boot or PLOP cd boot.

Could be the computer needs isolinux instead of syslinux.

How old is this computer? How much ram?

Older computers also need to have best quality disc's and burned at the very slowest speeds.
