Noob Help

Hey Guys I have two questions one of which is prolly really simple the other might not be!!! When I am in the Gui Mode of Fedora Core 3 and I hit logoff my computer just freezes and does nothing sometimes the caps lock light blinks and sometimes it doesnt... My next question is how do I give priveleges to certain commands like shutdown or any other command that might require root access to all users or to one user do I use the chmod command or do I do something else????

From the command line, I would suggest sudo.

man sudoers for examples and edit the config /etc/sudoers by issuing visudo
