Today I installed Ubuntu version 18.04.1 LTS on my Dell 3460 laptop and the system is working normally except Wifi.
No available network appears, clicking on the Wifi feature will display the message "No Wi-Fi adapter found". I've already looked for help on the internet plus none of the solutions presented served.
Please, could you help me?

I have bolded and underlined a line in what you posted for emphasis only. It's saying that the interface is 'hard blocked'...meaning it's disabled. This is due to one of two things:
There is a switch to enable/disable wifi (try FN-F2 **OR** FN-ALT-F2, or look for a small switch). While the FN-F2 is supposed to work to turn on wifi...sometimes that's only for Windows. The FN-ALT-F2 works in Linux. Again, sometimes.
You had Windows on this system, and as a result, the Windows driver has disabled the devices firmware. The solution here may be to boot into Windows, and re-enable it. Should work after that.
You could also try running "sudo rfkill unblock all", then see if the device is unblocked first.
Thank you TB0ne for you time, however i have tried all 3 ways ...but none of worked...in my laptop there is no option of switch for on or off wifi.
2nd Fn+F2 doesn't work as well.
i have tried "sudo rfkill unblock all" as well. still no luck.
it is working perfectly fine in windows 10 but not in ubuntu. i didn't get it how i can enable it through windows 10 for ubuntu.
Is there by any chance that you're on hard-wired and you have the firmware set to disable wifi when it detects an ethernet connection? I know several laptops that have that option. Just a random stab in the dark as to something that could cause it to show hard blocked.

Re-read my last post, please. I also posted to do "FN-ALT-F2"...did you try that? I asked if you were using Windows, and apparently you are...how are you shutting Windows down, and is wifi enabled there??? Have you checked the BIOS to make sure the device is on? Without trying what was suggested previously, there isn't much we can help with.
Again, try FN-ALT-F2 and make sure that Windows has the device enabled. Do **NOT** hibernate/sleep windows, but do a system shutdown, before booting into Linux.
