The first command you need to run it when you're experiencing the problem to see if it works. Anyway, in case it works, it is only a temporary solution.
With the second command you can use any text editor. In case you have
nano installed, you can log in as root and run the following:

nano /etc/pulse/daemon.conf
Scroll down to the bottom with the down-arrow key and write the following at the end:

default-fragment-size-msec = 5
Press ctrl-o to save the document, and then ctrl-x to close it. Then run the following:
See if it works. In case it doesn't work, you might need to reboot after executing the last command.
If it doesn't work at all, you might have to switch to ALSA emulation (it's described in the 3rd step of the link I posted in my first post).
