net connection problem

Hi,
I have partitioned my lap and installed centos 6.3
Net connection is working fine with the browsers but if i download any package through terminal ,it says
" (28, 'Operation too slow. Less than 1 bytes/sec transfered the last 30 seconds')Trying other mirror. "

Check your /etc/yum.conf and content should be
